A generalization of the experience regional land management city Kemerovo was carried out, and environmental problems solved in this case were identified, among which main problem is road transport - air pollutant. The purpose study to develop a solution by methods management. object Kemerovo, its subject peculiarities their studies provide for development new solutions implementation based on formation methodological approach regulate traffic flow order reduce pollution. practical significance consists carrying out impact emissions from transport.
